LiDAR surfaces can be represented as raster hill-shade imagery. As it is an image, hill-shades can be used by all CAD and GIS software packages as well as simple image viewers. Hill-shade imagery is a very simple method of portraying a 3 dimensional surface (bare-earth or full-feature) in a 2 dimensional image that is easy to interpret.
